Dismantling of the former cutlery factory “P. D. Rasspe Söhne” in Solingen

The derelict site of the former P. D. Rasspe Söhne cutlery factory was acquired in 2015 by the Solingen Economic Development Corporation & Co. KG in order to develop it as a new commercial location. The AAV – Association for Land Recycling and Remediation of Contaminated Sites, based in Hattingen (NRW), is responsible for the remediation and dismantling work as the project sponsor and has commissioned Prof. Burmeier Ingenieurgesellschaft to carry out a remediation study and to draw up a remediation plan in accordance with § 13 BBodSchG, including the dismantling and disposal concept as well as the dismantling planning.

The commercial activity of the company P. D. Rasspe Söhne on the property to be redeveloped dates back to 1827. On the former factory premises, boot irons were produced for components of agricultural machinery as well as saws and knives for large-scale trade.

The fabric of the buildings partly dates back to the beginning of the 20th century and was partly contaminated with pollutants due to the building materials used at the time as well as industrial-commercial use. The subsoil of the plant premises consists of fillings with mineral waste of various kinds, some of which are up to 10 m thick, in which use-related accumulations of pollutants are embedded. As part of the project development, extensive work was planned and accompanied by Prof. Burmeier Ingenieurgesellschaft mbH on the way from the industrial wasteland to the commercial site on an area of approx. 7.0 ha. Among other things, a total of 24 buildings with a built-up area of approx. 150,000 m³ were dismantled. Around 9,500 tonnes of waste were disposed of, with priority always given to recycling and returning the waste to the economic cycle. For the subsequent use, it was also necessary to reprofile the site with processed construction waste (approx. 20,000 m³) and site-specific material (approx. 30,000 m³).

Today, parts of the reclaimed commercial space have already been brokered to new investors by the economic development department of the city of Solingen. The aim of the city of Solingen is to develop the “Stöcken 17” location in such a way that it meets the requirements of innovative, promising companies. Through the preserved historic administration buildings, modernity finds a creative contrast to the partially preserved historical buildings.

The planning, renovation and dismantling work was carried out from 2016 to 03/2022. The following work was carried out by Prof. Burmeier Ingenieurgesellschaft mbH, among others:

  • Basic determination for the overall project (historical research), participation in the definition of project goals, participation in approval procedures
  • Participation in the procurement of site-relevant documents, including clarification of location issues and property assessment with regard to use under private and public law
  • Preparation of a binding remediation plan in accordance with § 13 para. 6 BBodSchG, taking into account the further requirements of planning law
  • Development of a dismantling and disposal concept including implementation planning of dismantling and renovation measures as well as estimation of the cost framework and preparation of demolition applications
  • Participation in the preparation of the award and contract structure for the overall project, preparation of the tender documents and participation in the awarding of engineering and execution services
  • Expert support of the pollutant investigation (soil and building pollutants), soil sampling based on LAGA M20 and LAGA PN 98, sampling of the building fabric and examination for building pollutants
  • Creation of a building pollutant register
  • Evaluation of the pollutant analysis including risk assessment and recommendation for action
  • Site management, on-site construction supervision and expert support for dismantling and soil remediation including coordination according to TRGS 524
  • Waste management
  • Safety and health protection coordination according to the Construction Site Ordinance (SiGeKo)

A Message from the Founder: Florian von Tucher

In the mid-2000s my involvement in development aid took me to some of the most remote and impoverished regions of the world. 

Northern Tibet, Mongolia, and Western China – where I was involved with the implementation of decentralised wastewater treatment systems, I realised I needed a deeper purpose. Though I later found success in real estate development, the desire to make a lasting impact never left me.  

A pivotal moment occurred when I was invited to Ghana by my friend and mentor, Cardinal Peter Turkson, who was the head of the Dicastery for the Promotion of Integral Human Development of the Catholic Church at the time. He has since been appointed the Pontifical Chancellor of the Academy of Sciences and the Pontifical Chancellor of Social Sciences.  

Cardinal Turkson had a profound influence on me. His invitation gave me the opportunity to witness firsthand the development needs of the country. We reflected on my experiences in China, and together, we envisioned a model of development that would take root in one community and gradually expand. We believed that small, strategic steps could lead to lasting transformation – just like the biblical parable of the mustard seed, which grows into something far greater than its humble beginnings. 

Cardinal Turkson’s steadfast belief in this vision and encouragement became the base upon which the Mustard Seed Foundation was built. His unwavering support, wisdom, and guidance helped shape not just the mission of the Foundation, but my personal journey as well. 

With the encouragement of the Cardinal and the Integral Human Development (IHD) office, we initially operated with the IHD before establishing the Mustard Seed Foundation as a stand-alone organisation in Germany. We have been fortunate to receive support from numerous European donors, a humble reminder that our mission is not just about individual efforts – it is about collective impact. 

Collaboration has been a cornerstone of our work. We have partnered with organisations like Caritas and Rotary International to extend our reach. One of our most impactful collaborations has been with M&P Group, who donate their engineering concepts, project supervision, and high-quality technical execution, allowing 100% of donor contributions to go into the projects themselves. 

One such initiative is the Clean Water Initiative, launched in partnership with M&P Group. In 2024, we completed a well in Ndoss, Senegal, significantly improving agricultural efficiency and empowering the local community. This project epitomises our commitment to sustainable solutions – starting with clean water and gradually building infrastructure that supports long-term development. 

Our work aligns closely with the United Nations Sustainable Development Goals (SDGs), focusing on poverty alleviation, economic empowerment, environmental sustainability, and humanitarian aid. Our model is simple but effective: start with one project and expand, year by year, to create an ecosystem of support. A water well leads to a school, which leads to renewable energy solutions, which, in turn, fosters economic opportunities. Over time, these efforts cumulatively transform entire regions. 

The Mustard Seed Foundation is a testament to what can be achieved with nothing more than a vision, a strong commitment, and the faith of a mustard seed. Yet, none of this would have been possible without the belief and encouragement of Cardinal Peter Turkson. His unwavering faith in our mission gave me the courage to persevere through challenges and continue expanding our impact. As we continue our work, we remain driven by the belief that small beginnings can yield great outcomes, inspiring hope and lasting change in the communities we serve. His legacy of faith, vision, and commitment to human dignity is deeply woven into every initiative we undertake.
